    Holley Fuel Pressure Regulator

I Just installed the Weber 32/36 with a holley fuel pressure regulator. I installed the regulator after the fuel filter. Everything runs great but the fuel pressure is reading around 1 to 1.5 PSI, I try to increase the pressure with the set screw and nothing happens. I then squeeze the fuel filter vent (return) line and the pressure goes up to 3 psi. Should I try to restirct the vent line alittle to keep the pressure up around 3 psi or just get a straight inline filter with no vent? Then vent line is definetly letting the pressure out of the system.

The regulator doesn't have a return side?
